罗家新区商住中心地处罗家镇境内，属南昌市城市总体规划“一核五片”的瑶湖片区，新区总体规划面积6.8平方公里，规划区内人口3.5万人，其中起步区用地面积1.92平方公里，目前已启动起步区中的四个地块面积约245亩（16.33万M2），用于商品房、住宅楼开发建设。新区发展定位以商住为主，集商业金融、行政办公、文化娱乐功能于一体，主要为昌东工业区提供生活配套服务，吸引驻镇企业职工及城镇居民居住，承接城市居民拆迁安置，缓解中心城区人口压力，形成南昌城东次中心。
规划布局坚持以人为本、人与自然和谐统一，形成“一心、一带、三点、双环、两轴、三片”，通过“双环+两轴”串联起核心区三个居住片区，形成“玉带串珠”、“顺藤接瓜”的整体布局结构。“一心”指核心区，在罗家中路两侧建设以欧洲新古典风格为主的集商业金融、文体娱乐、行政办公、居住为一体的大型公共服务中心；“一带”指罗家中路西侧的公建带，将成为本区最主要的公共空间带；“三点”指解放东路口的文化中心、罗家一路口的商业中心、滨水公园处的生态中心三个公共性节点，三个节点均处于公建带中，分居北部、中部和南部，由商业步行街串联为有机的系列；“双环”指沿核心区边缘形成16米道路和10-20米的林荫带绿环，为本区居民提供休闲漫步的最佳场所；“两轴”指南北向沿主广场的发展轴线和东西向沿罗家一路、依托道路两侧15米和50米的绿带及水系形成的景观轴线，两条轴线一横一纵，是本区发展的主骨架；“三片”指核心区以外，建设以罗家中路和罗家一路为界划分的三个居住片区。

Luojia New Area
Commercial and Residential Center of Luojia New Area is located in Luojia Town and Yaohu District belonging to Nanchang overall planning of ‘one core and five districts’. The New Area has the population of 35,000 and the total planning area of 6.8 square kilometers, in which starting area covers 1.92 square kilometers. The four blocks of the starting area covers 245 mu (163,300 M2) for building commercial houses and residential buildings. The New Area’s development orientation takes commercial resident as principal part, integrates with commercial finance, administrative office and cultural entertainment, mainly supplies living supporting service for Changdong Industrial Zone, attracts staff of town-settled enterprises and urban residents to dwell, takes over removing urban residents, relieves population pressure of central urban, and becomes the sub-center of Chengdong.
The layout structure takes human as base, unites human and nature harmoniously, and forms ‘one core, one belt, three centers, two rings, two axes and three areas’. So, the overall layout has been formed via ‘two rings and tow axes’ to connect the three residence areas of the core area. ‘one core’ means the core area used for building large-scale public service center located at the both sides of Luojia Road (M), integrated with commercial finance, entertainment, administrative office and habitation and centered on European new classic style; ‘one belt’ is the public construction belt on the west of Luojia Road (M), which will be the most important public space belt in the Area; ‘three centers’ refers to culture center on the crossing of Jiefang Road (E), commercial center on the crossing of Luojia No.1 Road and ecological center in Binshui Park, the three centers are public centers and located on the north, middle and south of the public construction belt respectively, and become an organic series via commercial walking street; ‘two rings’ means the 16 m-width road and 10-20 m-width green belt, which supplies leisure and rambling place for the residents in the Area; ‘two axes’ is the vertical-direction development axes along main square and landscape axes along Luojia No. 1 Road and formed by 15 m-green belt and 50m-water system, which is the main framework of the development of the Area; and ‘three areas’ is the three residential areas outside the core area and taking Luojia Road (M) and Luojia No.1 Road as the boundary.
